Look what I've found here: it turns out Texas House of Representatives Speaker Dale Phelan (R-Beaumont) presiding over a session possibly drunk. Although there's some speculation it might be a medical issue.
From what I've heard, the Texas Education Agency is moving ahead with taking over Houston ISD following the 2022-23 school year and the Superintendent and elected members of the HISD School Board of Trustees will be replaced altogether come June 1.
