I mean, a particle beam using heavy particles like Cesium, pulsed, would get a similar effect to what's seen in the show. The website Atomic Rockets has a quite lovely and very long article on the subject of energy weapons, which includes particle beams.

Their doesn't even need to be an intentional orbital bombardment, they just blow up that big station the wrong way and most of the debris will fall back to Minbar's surface. Additionally, sniping surface command centers and military installations, well those are now likely in very built-up...
