Well let's not forget the other Stellaris factions are middle tier tech so turtling will work pretty well due to the Nemesis outeching. The other federations will have their hands busy with the Unbidden, Contingency, Scourge and Grey Tempest. :p

That's true but Nemesis Crisis are one of the strongest if not THE strongest Empire in the setting and can achieve their victory by turtling, with multiple Crisis out there none of the Stellaris side will be able to free enough assets to break through the defenses of a half decent Nemesis...
