Well there are more than a few Mech Factories in various conditions of intact/functional.... Recruiting and Logistics seem the most likely to pay off economically though.

It really depends on the Orphanage Practices and how old or deprived the Orphans are. The younger they are, the easier to educate/indoctrinate/rehabilitate. The more suffering or poverty they have suffered, the more disenfranchised/disenchanted with the DC they will be.
