They win. It should be easy to negotiate an annexation of the NCR, and the groups that could oppose them - the Shi, the Brotherhood etc. are frankly too small to face up to the combination of Enclave tech and numbers. If Caesar's Legion does rise in this TL, it doesn't last long. Following that...- Word Count: 77
