It sounds like you're trying to recreate the effects of our Federal system, back when the constitutional limits on Federal powers were actually at least somewhat followed.

This is an interesting theory, but it runs into some of the usual problems of abstraction. Particularly, how it ignores the relationships that people have outside of this hierarchy of representation, and how it completely diffuses any kind of responsibility due to the multiple layers of separation.
