Well I mean Palpatine's first goal was obviously immortality. And it was something the previous Sith Lords, Plagueis and even Tenebrous, seemed to advocate as well but unlike Palpatine they had the common Sith decency to accept their death. Clone bodies clearly weren't a workable long term...

Yeah it's hard to know how the galaxy would've ended up if Palpatine did end up with unchallenged mastery of the Galaxy and it shifted from the Imperial Empire to the Dark Empire and how evil it may or may not have become. So the true depths of any potential evil could never really be examined...

Unless your a knife ear though Palpys absolute rule would still likely be preferable to the Emperors for many Xenos types. But yes overall if agree Palpatine is more evil.
