No it's protective combat armor. It's stated as much with the game related lore I'm pretty sure as ephemeral as that might be. And Half Life: Alyx gameplay made it pretty clear that Combine Overwatch forces are wearing armor plating.

I like the armor though it doesn't look particularly movie Starship Troopers. Not that there's anything wrong with that. It was a novel before after all. And Roughnecks and video games were a thing.

Is it still called a codpiece if its just an armor cover for the groin? A name like a groin protector or scrotal shield seems more fitting.

It actually looks worse to me on closer examination because the guy wearing it kinda looks like Steven Seagal. The fat version of Steven Seagal. And now I can't unsee it. So now it looks twice as bad to me. And twice as bulky.

Yeah still looks distinct enough. I really wish they stuck with that version of Combat Armor. It added a lot to its uniqueness. The combat armor of current Fallout games is okay, but just feels so modern-generic looking.
