In the High Arctic rivers can freeze to the bottom every year. Yet there are fish in them. Either fish burrow into mud and hibernate and survive there, or fertilised eggs to. Or the migrate back from from larger rivers and lakes. As to lakes. These would not freeze even during a winter lasting...

In Poland during the Little Ice Age fishponds did just fine ... True that Westerosi winters are long hence the ponds would probably freeze down to the bottom. So, fish out and eat everything come Autumn, and then restock the ponds come Spring.
