I'd add to this, entrenched business interests and regulatory capture also play a major role. The big companies paying out the big campaign contributions do not want more competition, the big importers and shipping companies do not want their business to go down because goods are being produced...

I've personally seen eggs go from healthy to unhealthy and back several times in my lifetime. How healthy food is seems to be directly related to how much that specific industry puts out in campaign contributions.
