I doubt it. The original Marshall Plan was only because the American leadership feared a devastated Europe becoming Soviet puppet regimes in exchange for assistance rebuilding if we didn't help them first. Here there are no Soviets so that's a nonissue and any 'reconstruction' of Western Europe...
