The problem is the Ukrainian goverment trying to forcibly conscript their own people who're trying to flee.

The Ukrainian goverment is also attempting to forcibly conscript all their own men, so race isn't an issue.

I'd be more worried about deliberately induced/weaponized kessler syndrome, if only since the ISS isn't that massive and considering the expense, single-shot nature and obviousness, would make an impractical weapon, especially when compared with conventional missiles.

He's in charge of a nuclear superpower, so his threat has weight and intervening would be really fucking stupid. Things can suck for the Ukrainians, or for everyone. Speaking as a non-Ukrainian, I know what I'd prefer.
