He could if that was RL.But he live in tabletoop game with two rules - cool and grimdark.That is why Angron friends must die. In RL Angron would betray him earlier. Althought - Emprah really acted like idiot there.But...his Crusade motto "burn churches,pray to computers" was idiotic as well.

Becouse in WH40 IoM is still best option.Except Tau,but they are small.Besides...Emprah is cool,and WH40 is tabletop game where important think is how cool you like. And let be frank - all WH40 factions fighting any thinking and advanced enemy would be slaughtered.
