To access the CEO Floor, you actually have to proceed through several levels of the Upper Atrium which is multiple levels to fight through, plus Arasaka Tower has a high level command center, like the Presidential Bunker, from which they can (and have) run Wars from. The fans would've loved to of seen Todd Howard as the Poseidon Oil CEO and having him agreeing to wipe out Humanity pre-war... then helping found the Enclave... to help wipe out Humanity again... and then in this show a third time... attempting to wipe out Humanity a third time. ❤️
