Not wiping machines properly is a real issue though, but a known issue.

I remember a YouTube video by Jimmy Dore (as I said before don't take everything he said as "golden truth" as you would with many others) where he did report how a CIA agent used the agency internet services to look for CP and the FBI traced him back.
Not cleaning said machines is a bit suspicious though... Why there was no interest or effort or both to do that?
The not cleaning is just laziness and not my job-ness.
When the investigation is over, you just tell IT that the computers aren't needed anymore, and they don't clean it. Or some other explanation. I definitely believe it was laziness.

Agreed, there's some who are out looking for them. But we have to get real and presume the worst, or the worst will continue happening.
I think it would be very unwise to assume good intentions from an organization that tried framing an innocent guy, just because he discovered they were sharing child porn around.
Last time I checked "HURRY, IMPRISON THE GUY WHO LEARNED WHAT WE REALLY DO!" is not the pretense of nice people.
