I'm skeptical about causing the actual blood clots but I think it's known that the extra strain extreme weather (or extreme warm-cold environment shifts) puts on the cardiovascular system can push people in already fragile health over the edge. I wouldn't be surprised to learn that includes strokes by a preexisting partial clot moving somewhere more damaging.
