Exactly what is says what insanity would result if all states were dissolved and in their place all U.S. counties are made into states?

Less populous states get way more representation in the Senate. The House of Representatives would only have one member each for most counties. They would then get overwhelmed by the numbers coming out of the counties with cities. All depends on the total cap you put Representatives at. Larger political blocks form, where certain people control groups of votes as voting blocs.

National level policing would have to expand to take over a lot of the roles currently handled by state police, and we'd see a lot more interstate commerce.

Public colleges would probably, for the most part, switch to private (not as large an income source or value in subsidizing the students). Actually, a lot of state programs would have issues, except possibly in heavily urban counties.

One amusing thing that would occur: Appling GA would probably lose its status as Columbia county seat/"state" capitol, though it might be interesting having a state capitol that hosts literally no government functions (no idea if other rural counties might be similar, but my Grandparents lived there, so I am familiar with that location)

Another amusing thing I just realized that would result in this would be that whoever manages to name all of the states and their capitals would actually be given a medal by the president.

Their are now also a insane amount of states with the same name Washington alone having thirty one states named after him.

You have a point, with states so small now that the FBI would probably grow to a insane size to handle the amount of interstate cases that now fall under there jurisdiction.

The urban elites forever lose all influence over the presidency and the senate. If the cities control the house of representatives there will be permament legislative gridlock, but constitutional amendments can be proposed at constitutional conventions requested by 2/3 of the state legislatures. This mechanism is also under the control of rural counties. Urban counties will be stripped of what power they have if they don't secede or starved to death if they do secede.

Not the revolution you're imagining. The Democrats have concentrated themselves in places that will turn into death camps if they declare war on the Republican countryside. It would be a self inflicted genocide. Only by acquiescing to permanent rule by the agrarian classes or fleeing the country by ship or from a few cities by car to Canada would any city dwellers survive such an attempt at revolution.
