The Project 677 Lada class (NATO designation "St. Petersburg") is Russia's next-generation diesel electric sub to replace the popular Project 877 Paltus / Project 636 Varshavyanka (NATO designations Kilo and Improved Kilo). That means it's an export boat, and as such it's not made with anything particularly super-secret.

Except Denver is controlled by the Remnant's/one of the Tribes of Caesar's Legion, the Hang Dogs, remember.

Heh, what Brighton plans, and what actually happens, are unlikely to be the same thing.

Changing the size isn't going to significantly affect the cost, since it's more a battleship-sized set of terraces and platforms than a "true" model replica, and they already own all the land in question.
