Biden signed an Executive Order in regards to the Afghan Foreign Aid funds.

Al Jazeera said:
The executive order signed Friday said the administration “will seek to facilitate access to $3.5 billion” of the Afghan assets currently held by the Federal Reserve of New York “for the benefit of the Afghan people and for Afghanistan’s future”.

However, it said the allocation of those funds would be “pending a judicial decision”. The White House also referenced legal claims by families of 9/11 victims who say they are entitled to the money following previous default rulings against the Taliban and other groups named in earlier lawsuits.

The Biden executive order said that even if the pending judgement allows $3.5bn to go to the people of Afghanistan, another $3.5bn would stay in the US and remain “subject to ongoing litigation by US victims of terrorism”.

Yep. It won't work as this is money stolen from the Normal Afghan People and the US bears responsibility for its safe return. Till it hits Afghanistan, the US is responsible for it. Once it hits Afghanistan, then the onus is on the Taliban to not steal it.
The 9/11 victims fund deserves it's share of it, because the Taliban let Osama train and facilitate the hijackers there.

The litigation needs to be fast tracked, now that the Taliban are once again formally in control of A-stan.

Uh no, the Taliban had no part in 9/11, and most can't even find New York on a map. If Bush had been smarter, he could have simply bribed the Taliban to turn OBL over as the Taliban and AQ had fundamentally different world views.

Also the money belongs to the normal civilian Afghans, not the Taliban.

Let's be honest, for past decades Afghan budget was majority aid, most recently US foreign aid. One could well have US government take it all and claim it was just stealing from its past aid.
"Normal Afghan People" pay very little in taxes overall compared to their government's needs, which is the core cause of Afghan government being bankrupt as hell now, with understandably limited aid and no way to access reserves. If it was anywhere near being in the green financially, it would be a mere inconvenience to it.

They have hosted an international terrorist who did organize it. They have refused to hand him over when asked. They weren't owed bribes for this. They were owed a war, and they got it. <insert random Danegeld reference>

Even if the Taliban would have agreed to hand over the entire AQ leadership, not just OBL, to the US, there would have still been the little fact of them behaving atrociously towards their own people. Overthrowing them and accepting their surrender in December 2001 seems like it would have been a smarter move.

They were far better than the warlords. There were no good plays, only a swift bribe and leave.

Trying to fix a failed state is a fools game. Locals have to do it themselves.

Should have just gotten OBL and called it good.
