Hmm. Either he'll ally with Duterte or he'll steal votes from Duterte's candidate, but it's still too early to say anything other than that.

EDIT: Reading one of the cited articles, he's looking to steal Duterte's electorate. My guess is he'll present himself as agreeing with most of Duterte's original promises, and being a more acceptable candidate than Duterte or Duterte's candidate.

I'd say that is quite possible. In that case, the question is whether Pacquiao is popular enough to steal Duterte's votes from outside the Davao area or will he merely split them.
