Well yes.
One or two good Orion's is all it would likely take to get a self sustaining orbital infrastructure up and running. Or at the very least jump start it by decades.
The fallout would be a bit pesky but the expected environmental damage and increased cancer rate are actually less than an equivalent mass of more conventional rockets.
