Honestly, I'm much more fond of the solution of allowing easy immigration from Taiwan for anybody (or any corporation) that manufactures chips, vs. a handout to chip manufacturers.

Basically set up the US as the ideal place to run away to in case of an invasion.

United States Chip Export Restrictions to China Affect Nvidia and AMD as well as the Chinese Tech Giants invested in AI Research and Development that utilize said chips. The US Commerce Department will have to approve exports of certain chips from now on.

AMD has confirmed that the U.S. Department of Commerce now requires the company to get an export license to ship some of its high-performance compute GPUs to China, which will marginally affect its data center business. Meanwhile, the new high-performance CPU export rules imposed by the DoC will seriously hit almost all of China's high-tech companies as they rely on artificial intelligence and high-performance compute GPUs from Nvidia.

AMD has notified its Chinese operations that from now on, it will have to obtain an export license from the U.S. Department of Commerce to sell its Instinct MI250 and MI250X compute GPUs to Chinese clients, reports Nikkei citing two sources familiar with the matter. AMD has confirmed to Nikkei that it had received an alert from the DoC about a new export requirement for high-end compute GPUs. Nvidia received a similar document in late August.

NVidia is Relocating One of Its Logistics Centers from Hong Kong to Taiwan.

In an interview with CNA on Wednesday, Wang said the government had been in discussions with Nvidia regarding tax incentives to facilitate the move since last year, adding that both sides had reached a consensus.

Wang did not provide details about the timetable for the move or Nvidia's planned tax arrangements in Taiwan.

Given that Taiwan Semiconductor Manufacturing Co. is a major supplier of graphics processing units (GPU) for Nvidia and many local computer makers are the latter's customers, an Nvidia distribution center in Taiwan will boost local industry, Wang said.

Dell is planning on phasing out all of the chips it produces in China to other countries by 2024.

Dell is the worlds third largest computer manufacturer and its expected a fair amount of the chip manufacturing will likely be moved to Vietnam among other locations. HP, another large computer and peripheral maker and domestic rival to Dell is also apparently seeking ways to divest from chip manufacturing in China for the same reason. While both Dell and HP will still have some manufacturing take place in China, both companies are also apparently seeking to diversify the manufacturing of components like circuit boards out of China as well.

Even Apple has recent plans to being manufacturing MacBooks in Vietnam instead of China in the near future. Some analysts in the articles state that there maybe future computer manufacturing hubs in Southeast Asia, India and Latin America as a diversification from China continues.

When you spend years shutting down all of the things people don't want to work with you anymore.

If they were ever going to do that, they would be doing it now. All they are interested in is in keeping labor costs low so they can maximize profits and their own paychecks.
Which they end up paying for in other areas, with things like increased transportation and quality control costs. In many cases, it would likely be cheaper to manufacture in the United States.
