Obviously it's far worse. Sequestration had forced the armed forces to use the anti air slingshot.

Also not every country knows this and some are still using world war 2 weapons, dont ask which country...

Honestly 12,7-57 mm weapons are still very usefull against ground targets, with 12,7 mm and 14,5 mm machine guns being succesfull against transport helicopters in Afganistan, Iraq and Syria. But I agree that for serious AA work you need radar guidance.

Nope, with a capable enough radar set (like, oh, the Sgt. York's), the only way you can avoid detection is having a mountain or particularly tall hill or a solid structure (i.e. anything that creates a sensor shadow) between you and the radar set. If it isn't solid, then it can draw a line between you and the radar which means 'blaaaaaap-boom' time for the aircraft or helicopter.

The increase in power simply wasn't big enough to justify increase in weight, recoil and space taken, along with decreased ammo capacity.
