"Surcouf" falls into the past

As you know, the submarine "Surcouf" disappeared in February 1942 in the Caribbean Sea. What exactly happened to her is still unknown, there are several versions, of varying degrees of plausibility. Therefore, as a hitman, this SUBMARINE looks good, IMHO. So let's imagine that "Surcouf" has fallen into the past, 140 years ago - in 1802.
So - the submarine goes under water in 1942 and comes up in 1802. Geographically, it is also there - on the way to the Panama Canal, which has not yet been built. One engine is not working, the crew is on the verge of mutiny, the British are not loved with fierce hatred. What do you think the boat's crew will do and how might this affect the history of the world?

If they sail to France and offer their services to Napoleon,England would fall.

Given the Surcouf's wide arrange of armaments (torpedoes, Cruiser-level guns) I don't doubt that she could wreck some serious havoc on the British at the time. The question is how much fuel does she have? What's her ammunition stockpile like? What does she have in terms of spare parts and so on?

Because I'd argue getting her back to France and using both knowledge of the future (historical, medical, etc) and technology to push forward the French's tech level it would be a gigantic changer.

Even if the French only manage to produce enough shells and fuel to keep Surcouf operational, she'd be a massive game changer. While she could not be everywhere at once, barring stupidity or accidents, she'd be almost untouchable to early 1800'd tech.

Also, if the up-timer French can get another radio working, that would be a communications marvel.
