What if Saddam Hussein waits until Bill Clinton is US President before he invades Kuwait? Would this have made any difference in the US response to this invasion? I know that most Democrats in the US Congress were against the Gulf War which drove Saddam Hussein out of Kuwait and instead preferred to try pressuring Saddam Hussein through sanctions. Would Clinton follow their approach, or would he have embraced the likely more hawkish position of his Vice President (and former US Senator), Al Gore? (In real life, Al Gore was one of something like ten US Senate Democrats who supported the Gulf War.)

Without the Persian Gulf War making George HW Bush look bulletproof, more nationally known candidates may run for and seize the Democratic nomination like Mario Cuomo or Bill Bradley, sucking all the oxygen out of the room. From second tier players like Bill Clinton.

Excellent point! So, we could see our first Italian-American President in 1992 instead of in 2024/2028! ;)
