No, Russia has demonstrated that whilst they are somewhat constrained by real world ramifications of their actions, they do not care even slightly about positive opinion over seas. Meanwhile, America leverages their commanding global presence as a counterweight to negative overseas opinion. They don't always act perfectly, but they do stay within certain bounds and conventions that Russia ignore completely.

Well, yes. The way drones are targeted and used is more civilised than sending a couple idiots to spread nerve toxin all over the place by accident. Unless you want to start conflating targeted drone strikes against individuals with military strikes using drones. Admittedly those do have just as poor a record of hitting the correct sites as manned attacks, but that's not really relevant.

And people of Bulgaria and Romania got to to enjoy being massacred and enslaved by Ottomans for the next twenty years, until Russia resumed it's militarization and imperialism in that direction.
