Nah, the SU didn't play the victim well. They would beat the shit of those who attacked them while saying it was in The Name of Peace, Because We Are A Peace-Loving Nation. If they lost, then they would try victimization, but that wasn't really their gig.

Wouldn’t work, the soviets were recognized as a. Super Power, the only way they could try that is if they were dumb enough to fish in waters protected by the US, they weren’t that stupid, and thus far the Chinese haven’t been either.

They wanted revenge for Stuxnet and other cyberattacks for quite some time and I guess this was the first time they managed to hit a computer system of note. And even if there was no Stuxnet, the existance of Israel is reason enough for them to do this.

The aim was to do something they can portray as victory in their propaganda, even if it's just shutting down a water supply for town or two for half hour, until the system is restored.

Basically, during the live fire excercise they didn't wait for the ship that towed the target, to depart the area. Basic trigger safety should be observed with guided missiles that do fwoosh and not just guns that make bang.
