Basically, is this thread supposed to be discussing surviving in a post-peak-resources, post-nuclear, post-climate-armageddon apocalyptic world, or what rules should be established during the creation of a new society to avoid repeating this one's more catastrophic problems?

The OP specifies only post-collapse-of-US-government. And leaves it open as to why the US system imploded. Maybe the Democrat establishment finally got so insane (due to brain parasites or something) that Joe Normie took his gun and started killing them?
I don't know if it's any use talking about what rules to have, when the problem is that those in power will simply ignore the rules, or twist them to mean something totally different.
But I would suggest that the problem to be addressed is that of power without accountability.
