No he wasn't. The guy was speeding, the cop could have turned on his lights and pulled him over. But instead, the cop decided to try to brake check motorcyclist. That's murderous road rage when done to a motorcyclist.
In theory the cop could have cited the motorcyclist coming up behind him for speeding. However, the motorcyclist didn't pass him.

In practice, "I didn't pass the cop" will get that tossed by a judge almost immediately so cops usually don't bother.

This cop was out to cite for more than just a speeding ticket.

They'll never admit it and it's probably not written down anywhere ... cops do have traffic citation quotas because of all that sweet sweet ticket revenue.

This cop was a) being a dick and b) attempting to manufacture an excuse to write one.
Unfortunately this does happen especially in departments in less well off locations. My husband ( before he retired) used to get all kinds of pressure from the town council about officers not writing enough tickets. He would then tell them nicely to frack off, but the pressure was there.

Edit: Looks like Nichols may have slept/been connected with with the ex-wife/ex-gf of one of the cops involved.
Which honestly makes the cops look worse. Instead of the cops randomly/accidently killing someone in custody, they used their position to go out and commit targeted murders with impunity. So the next time the cops arrest you, it could be because they are intending on murdering you, not just an accident.

If you think the shirtless man is problem here, and not the cops, that's the actual problem. This casual and complete disregard for how the law works and arbitrary detention is a huge problem.

Note that the Audit the Audit guy (who's talking here) doesn't just hand out A's and F's. He's pretty judgey, and doesn't just side against cops. (Note his name, Audit the Audit. He looks at police 'Audits' and other interactions and rates both the cops and the civilians.)

It's the great lie of BLM: "The problem with cops is that they are racist". No, the problem with cops are that, as a group, they are completely unaccountable and view the populace as an enemy and orders/law as gospel. To stop reform, they put out a narrative of 'Cops are racist' to get white conservatives to reflexively defend them.

You know, if there’s a shared afterlife we all go to, then I wonder if corrupt cops will have to face their victims there?

Because frankly, I won’t feel a lick of sympathy if they’re greeted by their victims stomping them in the face and beating the shit out of them for all eternity, seeing as they’ve been doing that to helpless civies for far less.
