This book certainly feels like it was split in half, as it ends on a cliffhanger. It's at a good stopping point, and some of the plots are wrapped up, leaving others to be finished in the next book.
The story takes a while to get going, because half of the stuff being set up isn't going to drop until the next book. Some of it feels rather gratuitous, as if Jim Butcher is just checking up on old characters to remind us that they exist. It almost crowds out the fact that there is going to be a summit to possibly end the war.
