Since nobody answered,i try summarize what kind of effect it could have:
1.Poland 1939 - more dead germans, but we would still fall.Maybe one week later.
2.Chałchyn goł 1939 - Japan could defeat soviets.No 47mm AT gun for them,and type 97 new version with PAW600 instead of 47mm gun.
3.Finland - still lost,but at least one KW1 prototype send there is destroyed.Soviets made relatively few of them and start producing KW3 instead in 1941.
4.France 1940 - like Poland, nothing really change.
5.Libya 1941 - instead of destroing italian army,british only defeat them.No African Corps,or smaller.Italy maybe made peace with Greece.
6.Barbarossa - soviets produce KW3 instead of KW2, germans use Pz38 light tanks with PAW600 .Everything just like in canon.
7.If Japan attack soviets, thing changes.Otherweise - just like in OTL
8.1942 - if Japan attacked soviets, Turkey joined,too.soviets on last legs.If not,nothing changed.Pz4 with PAW 1000 to fight KW3
Tank destroyers with PAW1000.
9.1943 Japan attacked - Soviets fall/If not - notching changed.If so, JS2 for soviets and TigerA for germans.Panther with PAW1000,maybe.
Romanian,Hungarian and Italian with PAW 600 widraw in good order.
10. 1944 - attack on England/failed/ or soviet gain less then in OTL/german allies fighting well,and hungarian/italian tanks and tank destroyes capable of facing soviet tanks. / Soviets get IS 3,german - mass produce Panther with PAW 1000 and tank destroyers.
On Pacyfic Japan have PAW 600 and american Shermans burn easily.
11.1945.If soviets fall - USA start nuking Germany with mass produced A bombs.In OTL - war ended with A bomb on Berlin,soviets do not take Germany,part of Poland and Romania remained free.And entire Hungary.
12.1946 if soviets fell - Germany and Japan capitulate after getting 30+ A bombs.
So,nothing really change unless Japan attack soviets in 1941.And even then they would still lost.
