As far as I know, there's no support whatsoever for this alleged concern.

The last three countries the US formally declared war on: Bulgaria, Romania, and Hungary.In the US, a declaration of war is something issued by congress. I don't believe there's any duty for the executive branch to provide notification to any enemy prior to an attack, and if there was it would lie with the president.
