The Abrams for example, was on the basis if the Army wanted a tank.
They sent out the requirements and two companies fit them.
Chrysler and GM.
One was better in some regards then the other but the other had a few thing the Army liked.
So they for round 2 they gave them to fix a few things and the like.
GM did what was asked and made the better tank, thus winning the contract.
Do some of the contracts that happen come from people wanting money?
Yes.
But at the same time, there are also multiple that are being chosen based on parameters that are for combat related, and are usually chosen by being the best or what is asked for.
