Salva Kiir, the President of South Sudan, was gifted a Black Cowboy Stetson by US President George W. Bush back in 2006. He's bought several since then and is almost always pictured wearing one.

Looks like it was a pretty good choice of a gift.

And also a lot more dangerous considering how easily tunnels can collapse when they're being dug.

Looking at the build process on his channel, it seems safe enough? He's certainly got the resources to hire someone to explain how to do it safely, and I've seen his videos building it and nothing seems alarming on that front.

Also, the image mistates a bit about the tunnel. It's not a connection between his shed and his house, it's between his shed, his house, and his preexisting underground bunker he already has (though that ones was built in a big pit and then burried), which he built as part of promotion with Sky 1 to promote some new show. Because Sky apparently thought that watching some guy build a bunker in his yard would for some reason inspire people to watch thier dramady series about the end of the world (it didn't, show got canned after one season).

The most baffling part to me is that you can apparently just do this, in Britain no less.

"Oi, what's this then, trying to eyeball a bit of telly without a license? Can't be having that, gonna have to spendthrift you up the turnstile for that."

"Oi, what's this then? Building an underground tunnel complex in a residential area? Go right on ahead! What are you talking about, what in the queen's crumpets is a "building code"? Oh, and it looks like your eating permit is getting due soon, better make sure that's up to date or we'll have to scallywag your legbendies."

If they arrested people for that, they'd have to arrest the high class citizens too. Because those build down with their manors and villas.

I think you missed the point a bit, possibly because it was lost in the probably-fake British slang.

It's not strange that he was able to do this in general, I assume even in Britain you're allowed to own and operate a shovel. The baffling part is that he was apparently able to do this without having to file out any paperwork or bring in an inspector or anything.

In the US, you can usually do a lot on a home without needing to get permission from the local government (generally anything that doesn't touchs plumbing or load bearing walls doesn't need someone from the city involved), but I'm reasonably sure a project on this scale, that involving diving under a home's foundation, would probably need someone to sign off on it of you tried it in the US.

Getting permission from the city isn't so expensive it's a rich people only thing, middle class people can do it just fine, but they still have to do it.

However this means that without drastic measures the world is fucked, as we live in an environment that is saturated with emasculating chemicals like bisphenols
The bigger worry to me is how this could be abused to keep the party in power.

"The CDC has determined that excess testosterone is dangerous, and now testosterone-suppressing pills will be issued to all male children as part of a new school health regimen."
