Or more likely, Woodard thought it would sound impressive and threw something out that got Milley in hot water. The Republicans focused on the insubordination and the Democrats are focusing on the "heroic" actions that Milley took.

What insubordination? Esper asked Milley to reach out and talk the Chinese down from their bad intel so they didn't strike us pre-emptively. They did that and it was all good. Everyone did their jobs and deescalated the situation.
What certain elements of the US media are glossing over is that China was the one creating a problem and this contact was to talk the Chinese out of doing something stupid. This had very little to do with Trump.
The only element that did was the nuclear issue and that was a routine "hey guys just in case, don't follow illegal orders" after the January 6th aftermath and Pelosi freakout.

This looks like a way to save Milley to me. Like they made it up after this story broke as a way to excuse him by offering up someone not subject to the UCMJ, and to try to make the claim that it wasn't treason, so keep the status quo. I'm highly skeptical of this explanation just out of how convenient it is, particularly knowing what we do about Milley.
