Yeah, J Jonah Jameson has always been a hero. Even though he hates Spider-Man, he'll usually (depends on writer) print a retraction and correct things he got wrong about him. He opposed Kraven hinting down Spider-Man cause that's vigilantism too, did his all to expose and oppose Grayson Creed's anti-mutant agenda as he ran for president, a prominent supporter of civil rights, etc.

JJ Jameson may(I'm not knowledgeable on early Spiderman) have started as an antagonist, but if so, he quickly changed to be one of the 'misguided' sort, one where the readers are supposed to concede that, in spite of his negative characteristics, he is a somewhat decent guy. IIRC, that's somewhat similar to the changes on Gwen Stacy's character(in the beginning, Gwen was portrayed as the bitchy, rich girl who 'bullied' the main character).
