Gives us the most information about the setting. It might give us some context about what state the protagonists are a part of, and what the other implied state is (or rebellion? or insurgency?), and might also give us some insight into the issues of this world. Are people fighting over resources? Or is this an idealogical war? Etc.

That said, this is a comic. Comics are a visual medium. An exposition dump is best done in text. Doing huge text boxes in a comic is a waste, IMO. I guess we might get some flashbacks to go along with this, perhaps. But apparently we might get some additional info later.
