Who was the heir presumptive in this case?

I'm guessing that without Peter's eagerness for Westernization, Tsarist Russia wouldn't have been able to develop its navy, or the navy as we know it. I would suspect that Russian modernization would be a lot slower, piecemeal at best.

WI Peter had been killed?
No german tsars, who try to modernize Moscov, only typical moscovite tyrants.
If that happen,we would have weaker Moscov, and surviving Poland. With other countries not changed - Napoleon actually could win and create french Empire.

The OP is vague and sloppy. IF the question is about 1682, then Ivan V is Tsar.

Russia westernising/modernising ONLY due to Peter I is a myth equal to that Russia industrialising only due to the October Revolution.
Without the madman Russia in the 18th century is likely to westernise at a similar pace and grow richer faster.

I would think that westernization/modernize without Peter I would have been piecemeal, as I’ve mentioned it.
