If it's not explicit, then pure mechanical benefits don't show up (for example, many advisor choices gave us boosts to certain kinds of research, or more actions). On the other hand, advisor personalities can determine the kinds of new actions we get, and the advice they give.

Say we had three choices for our military advisor: a member of military intelligence, a military industrialist, and a mechwarrior. When suggesting a plan to take over a system, the intelligence one might suggest something sneaky, the industrialist might suggest throwing a large force at them, and the mechwarrior might suggest dropping a bunch of mechs on the capital. Similarly, when advising for actions in the "advisor" post, the intelligence agent might push for more special forces, the industrialist for more factories, and the mechwarrior for more mechs.

The other side of it is personality. Admittedly we don't know much beyond what they do, but we can try to choose someone with a more interesting background in the hope it makes them a more interesting advisor.

So my best guesses: at their primary competencies:
There is a list of candidates for your consideration. Lien herself is on the list as Jake’s long time deputy. She’s highly qualified, having a solid academic and practical background. She’s one of the few people you know outside the IGMP and the Imperial Family who’s been adopted by a grifftiger from childhood. You’ve met Hoa, her grifftiger, who’s almost as big as Bastet and is the mother to a brood of griffkittens of her own. She’s also worked extensively on the various civil service reform efforts that have been undertaken over the years and has a solid working relationship across all of the various ministries.

Michael Washington is a long time political consultant who worked with the department as an outside advisor for elections and polling. Professionally he runs his own consulting business which is among the most highly sought after firms in the field, but has historically refused to work for candidates opposing the Crown.

Gwalbert Wojtalewicz is the current head of the Nowa Warszawa system government but previously was a consultant on Nowy Gdansk affairs for the political department. His father was one of the original Home Army members imprisoned on Nowy Gdansk by the Dracs. His term ends at the end of this year and he’s already announced that he is stepping down for new blood after 12 years in office. He has a reputation for being able to bring people together from across the political spectrum and convincing them to work together for the common good.

Gabriel Livingston is a bit of a dark horse candidate for the position, but comes highly recommended regardless. He’s an academic and consultant who has a history of actually opposing the Crown, but doing so in thoughtful and insightful ways rather than the sorts of dirty tricks you are used to from opponents. He has a reputation for complete personal integrity and would never be confused for a yes-man, especially in regards to Imperial political power.

Nadine von Meyer is the final candidate on the list. She’s currently a professor of political science at Griffin’s Roost University, has formerly served in the Chamber of Delegates herself, rising to Majority Leader the last time the Chamber strongly supported the Crown, has an impeccable personal reputation for probity, although she is also known for her rather sarcastic wit and cutting sense of humor as she doesn’t suffer fools lightly.

Lien: Good understanding of internal bureaucracy
Washington: Good understanding of the populace
Wojtalewicz: Talented mediator
Livingston: Outsider

The entire budget is to be spent in removing the statuettes from the inventory they were working on, and focusing on a way to weaponize them. Their larger counterpart was a homing missile, we can at least see how the smaller ones do.

Thanks for the Plan @Jarow! I tried to make a budget using last turn’s plan, and all the math and projects to keep track of made my head spin.
I have a pretty big set of tools I rely on at this point. I have:
-A personal excel sheet holding:
--A budget calculation sheet
--A planned budget calculation sheet (generally not used anymore, but has been used for pre-planning in the past)
--A sortable and action type filterable list of actions
--A couple of attempts to keep track of what systems have what. Not always up to date or accurate
-A prototype planning google sheet me and Sunhawk are working on
--A sheet to select actions (that I never use)
--A sheet that manages dropships, jumpships, and warships recruitment, along with resources unique to them and procurement costs
--A sheet that manages mech, conventional, and ASF recruitment, along with all resources used by any of them
-A personal notepad file
--Notes on a few important things I need to remember
--The plan itself I copy and paste from to place on the forum
-The sheets Sunhawk keeps updated for all of us
--All the information I don't keep sufficiently updated on my end
--A searchable list of actions
-The thread
--The place I add plan names and all the little descriptions of why each action was chosen
--Some major opinions by the other participats
-The discord
--Reassurance on certain actions I'm not fully confident in
--Advice on preferences for some actions

If anyone ever is interested in trying to make plans, feel free to ask for help and I can try to get you access to as many of these as you'd like (even if I have to create my own copy of the procurement sheet for you to play with) and offer any advice you might need.

I think we somehow through unspoken agreement made Jarow our 'guy with the plan'.
I just got too effective at it, got all my competitors too used to relying on me. I try to do what I can to promote some kind of competition (there's a reason I say how much money is leftover at the end, and it's not actually primarily because it's useful information for everyone to know about how we're doing or how good the plan is), but by now I've pretty much accepted it. I'll admit it doesn't feel quite as amazing to be the only planmaker as opposed to the most successful, but there's definitely a good bit of satisfaction coming from everyone relying on me.

Tis the problem of being good at covering all the needed bases, people stop trying to make their own when they know with near certainty that they can just wait for the All Good Things(tm) plan to be delivered like clockwork.
