Turn 71 - You’ll Fire Your Musket, But I’ll Run You Through

You get a report from Sukashi, a DCA Tramp has jumped in and broadcast its surrender immediately. There are no dropships docked to the vessel, just a single dropshuttle. It appears that you have a defector in your hands.

Tai-Sho Koga Tekken of the Draconis Combine Admiralty, along with his aide, wife, son and daughter are seeking political asylum. In exchange they promise to divulge intelligence about the Dracs in Okusawa. He claims that his aide was his ISB ‘watcher’ who became more loyal to the Tai-Sho than to the Dragon, and the aide backs up the claim.

The jumpship itself is in perfect shape, and from the navigation computers you discover that the likely location of this ‘primitive’ world from where the Dracs are drawing manpower is two jumps from Okusawa itself, most likely at GX-A2 but the navigation data is extremely encrypted and they don’t have the current key. SARAH is attempting to decrypt the data regardless.

Riots have broken out in Nova Roma and much to your chagrin they seem to be centered around one of the temples that had been erected to, well, you. Your face and your palm have a forbidden relationship as you read the news, as evidently there are groups in the NRI clamoring to have your status as deity taken as making you a proper Imperator for the NRI, displacing the Consuls and Senate.

You’ve sent a message to the current Consuls pledging that you had absolutely nothing to do with this, and miracle of miracles they not only believe you but assure you that they don’t blame you one bit. The violence evidently came about when some nutbars who’d been secret Pugnus Deorum sympathizers had gotten so triggered by the proposal that they tried to bomb the temple, only to get caught by the crowds and beaten half to death before security forces could make arrests.

You’re not sure you like the smirk on the consul’s face when he passes on the news, it’s like he’s enjoying this far too much and has something up his sleeve that will probably be extremely embarrassing. You’d worked with him during the suppression of the Pugnus Deorum, he has a wider troll streak than your mother, and you’d seen some of the things he’d gotten up to in the past.

So you ask your Intelligence people to see if they can find anything out. Harry assures you he’ll have his people look into it. He does, however, drop a minor bombshell of his own, his wife wants him to retire and he’s inclined to grant her her wish. He promises to serve out at least this year and have proposals for his replacement on your desk next year.

You receive a follow up report on the smuggling ring that had tried to set up in Griff’s Leap. Investigators have traced the criminals back to one of the few major companies that are based on New Capricorn. On the face of it, the company is a simple mining company operating mining and refining stations in the asteroid belts and the barely habitable moons, however there is evidence of shady behavior. It’s rather difficult, as any approach to any of the small stations that they operate out of is easily spotted hours if not days before arrival, but the Special Branch strongly suspects, based admittedly on circumstantial evidence at the moment, that there are illegal operations on those stations.

There are hints, there are traces, there are signs, but there isn’t any hard evidence. A skilled lawyer could tie up any prosecution for years, and one thing this company has is plenty of skilled lawyers on retainer. You can’t even get them on tax evasion, since an audit of their books shows that they are actually owed a little bit by the state by not taking absolutely every deduction they are entitled to. They are the second largest employer in the New Capricorn system as well, and the locals are rather upset with all of the surprise raids and suspicion placed upon them.

Parliament is in session, and as you were warned the Chamber of Delegates is wasting no time at all in showing their opposition. Mom had gotten a decade, you got a year. Great.

The Senate, of course, is extremely helpful, but with the Chamber seeking to stick a shiv in your back at every turn getting any of the benefits of helpful Senate legislation is going to require effectively paying off the Chamber of Delegates.

And you cannot even say that they are being corrupt or have no point, because they are very careful to stick to things that they can truthfully say are for the good of the Empire and that they only profit insofar as all Imperial citizens would profit from these proposals. The smirking bastards.

The Senate has proposed to establish a Catachan Colonization venture, financed by the Imperial government, overseen by the Crown, making use of commercial, military, and governmental expertise to tackle the serious issues posed by the incredibly lethal and aggressive wildlife and plantlife on Catachan itself in order to pave the way for colonization of the planet and exploitation of the incredibly rich resources present there.

The Chamber, however, has laden the legislation down with massive economic packages aimed squarely at underwriting and financing small and medium business establishment, growth, and economic security throughout the Core systems, on the grounds that far too much of the Core economy is in the hands of a handful of massive corporations. Technically, if you look at just the top line numbers, this is even true, but this is mainly because these massive corporations happen to be based in the Core worlds while primarily doing business as defense contractors or mercantile concerns, they do not compete with smaller firms that actually focus their business on the Core worlds themselves. But the rhetoric is very effective to the man on the street. ‘Look how big and wealthy Majeure Electrique is, and look at how Sam’s Grocery Store on the corner is struggling!’ even if they are in two totally different economic spheres that have absolutely zero to do with each other.

As feared, Gustavson has passed away in his sleep. The NRR has declared a week of mourning on both of their worlds. Despite the official mourning, there is already quiet bickering taking place within the Thing as to who should replace him as Head of State. Your ambassador tells you that the situation is… delicate, to say the least. In many ways it was only Gustavson’s personal prestige which has kept the Thing from erupting into extreme factional infighting that makes the current difficulties with the Chamber of Delegates seem like mild disagreements over the best firmness of a mattress when both parties have access to an adjustable mattress just for themselves.

One faction, ironically not the one in power, advocates making the Prime Minister, who is already Head of Government, Head of State as well. Another advocates electing a separate, ceremonial, Head of State but leaving all control over the government in the hands of, well, the government, like it is now. A third advocates ditching the pseudo-parliamentarian model and selecting an out and out ruler. And then there are all the more fringe groups.

This… is going to be a headache. Where’s the Fountain of Aspirin when you need it?

while i know its extremely convenient that just when we are starting to look for the Drac planet, Someone just happens to decide to defect with information on said planet. I for one think we should give him the benefit of the doubt but take extreme measures when prepping a scouting mission to that system.
well we can send the Daggers and Mirandas we get pretty soon to do the job on top of the existing warships

I asked Sun if it was permanent or not and he says they are. Also that the deserter admiral and his aides got checked by grifftigers to see if they were telling the truth which they are.

Turn 71 - The Bugle Sounds And The Charge Begins

You grant asylum to the Tai-Sho, his family, and his aide. They immediately agree to be interviewed by Intelligence, and Tekken is quite forthright. He is the 12th Tai-Sho in command of the DCA since you had driven the Dragon back to Okusawa, all of his predecessors were executed by the Dragon for various reasons, generally because the DCA was under a massive cloud in the Dragon’s eyes for ‘losing the Dragon’s Breath’.

He had, in fact, been summoned to the palace to be executed, his aide had warned him about it, and had assisted with their escape. The reason? Your destruction of their assets in the Dragon’s Eye, which appears to be the designation for GX-D3. The Dragon had spent hours ranting at the Tai-Sho that this was part of a pattern of betrayal and failure, including the loss of every sample of the Dragon’s Breath on Atarashi.

The Tai-Sho has the full recording. You’ve not yet personally viewed it, but according to Intelligence he seems completely unhinged. He rants about Siriwan, referring to her as ‘the traitorous spawn’, he rants about Siriwan’s little brother, referring to him as the ‘cowardly get of a mongrel bitch’. He appears to refer to the bioweapon from Atarashi as the Dragon’s Breath, and rants for over an hour over how it was supposed to be the ‘ultimate solution’ to the ‘problem’ of those ‘barbarian cat lickers’, evidently you. And that the DCA had failed him at every turn, were all incompetent, were all useless, that the Dragon has despaired of finding a single samurai in the DCA capable of accomplishing anything useful and not betraying the Dragon.

According to Tekken, morale within the DCA itself is rock-bottom, he pities whoever his successor will be, because he doubts that any officer can navigate the insanity of the Dragon.

The final summary from intelligence is as follows. The bioweapon which destroyed Atarashi has itself been destroyed, the Dracs have no surviving samples and have been unable to replicate the work. The DCA lost all of their ‘Dragon’ class, their name for the Kraken type, at GX-D3 where they had been deployed against the advice of Tekken. They have twenty more under construction, however, finding crews will be difficult at best, as the DCA is almost completely out of experienced spacers due to the constant purges carried out by the Dragon. Okusawa is a total fortress world, the Dragon has massively prioritized mech production over everything else and there are at least 20 regiments of mechs on the planet, possibly more. Tekken was never privy to the numbers but heard from colleagues in High Command. The ground forces, especially the Mech units, are fanatically loyal to the Dragon. The infantry by contrast are all conscripts kept in line via brutal discipline and fear.

You focus more resources on New Capricorn, causing a general slowdown there as companies are having to spend resources, time, and effort handling the investigations rather than doing business. You still haven’t caught anybody out red-handed, but the amount of smoke continues to build. The distributed nature of the system makes it near impossible to surprise anybody, and the accountants and lawyers are all first rate, making sure that the books always look good and match snap inspections. By the same token, however, there are numerous ‘accidents’ that destroy things, usually just before they can be inspected, there are workers for the various companies who suddenly vanish, job site accidents that just so happen to eliminate potential witnesses to criminal activity, all with very plausible deniability despite all the scrutiny.

The system government insists that there is no issue, but there’s a cloud of suspicion there as well, and it is becoming very exasperating to try and deal with. Can you really trust the local system forces? How about the investigators employed by the system government? Or the local courts? Or anything in the system?

Again, you have not actually found any smoking guns, you’ve not managed to make any actual arrests of anybody on anything substantive. But all this smoke, there is a fire somewhere, you just need to find it.

Parliament is unhappy. Most of the ire is directed between the Senate and the Chamber, but some of it inevitably winds up pointed your way. It’s annoying, but it also is what it is and there’s little that you can do about it.

The DURF facilities are rather busy this year, cycling Patton MBTs, Whirlwind III Anti-Aircraft Mechs, and drawing old Lynx II Scout Tanks out of storage for refurbishment and significant upgrade. In the end the new Patton II, Lynx III, and Whirlwind IV’s are cycled out to the troops in the field, significantly increasing their capabilities due to the high firepower of the new rotary autocannons.

One thing that quickly becomes obvious is that the full retirement of the CAS conventional fighters was rather timely, as the ones converted into training drones are mulched even by non-AA units thanks to the sheer rapid-fire firepower of the new weapons. VTOLs are generally able to pop up, strike, and pop back down before the slower turrets of the non-AA vehicles can traverse to acquire them.

Amusingly the upgrades actually slightly reduces the costs for your Mech units, even as the costs on the conventional armored units goes up. Net your average military upkeep is about the same, but it amuses you to see the balance shifting slightly considering all of the arguments you’d heard when you were a junior officer about how overly expensive mechs were.

And now it is budget time. You are beginning to see why your mom hated this time of year.

General Stewart is up first. “Your Majesty, we continue to strongly recommend the continued expansion of our production capabilities. To that end we recommend building a new medium mech factory complex on Nowy Slask, increasing the number of capital shipyards as much as possible, expanding our regular shipyards, and boosting our strategic resources production. The briefing officers will give the details of our procurement requests this year, but with the large budget windfalls I strongly urge you to prioritize manufacturing capacity.”

She sits down and the first of the briefing officers almost makes you lose your professional composure, allow your palm to have a forbidden romance with your face, and beseech an obviously amused God why He would allow such a thing… as somehow Captain Jenkins has survived long enough to get promoted to Colonel and is precisely as you remember the impudent, and far too enthusiastic, pup being back when he was your junior aide de camp during the suppression of the Pugnus Deorum.

And the bastard is grinning at you, damnit. “Your Majesty. This year, in addition to the requests to boost production, ground forces are proposing building a lot of mechs, a lot of tanks, and training a lot of infantry, just like we do every year, only we’re doing it this year.”

You keep your lips from twitching with supreme effort of will.

“We want to finish off the 4th Armored Division, start up the 3rd Assault Division, and finish off the 4th Cavalry Division. And then we want to build another full Infantry Division to boot. Oh, and another Rapid Reaction unit, because you can never have too many fast hovercraft for junior officers to zoom around in making idiots of themselves, right Sir?”

You can’t help it, your face cracks, you groan at the reminder, and give the Colonel a mock glare, which slides off of him just as readily as similar glares did when you were a ‘mere’ Army commander.

He does toss up a rather nicely done chart, though, detailing the procurement requests.

Although you do have to confess that he was the only aide you had on that campaign who was able to consistently get you to relax and actually rest, so there’s that.

Colonel Romanov is up next. “Your Majesty, we only have 1 Silver Tower coming online, alongside ten Independence class carriers, therefore we have a rather simple procurement request this year.” The graphic backs that up, having only two lines. One thing’s for sure, Romanov’s no General Powerpoint.

In particular, next year we will be nearly maxing out ASF procurement, so that may be a concern. But for this year…” he brings up the graphic for you.

Bridget is bouncing in her seat, and you are morally certain that she somehow managed to teleport to the podium, because you are quite certain that she didn’t do something so mundane and low energy as walk. Even if she walked.

“Your Majesty! Some of my people had a great idea! You know how the Delegates are all up in arms about how Griffon and Nowa Warszawa aren’t booming like they used to and are rather acting like mature economies with sustainable growth rates? And then they use that as an excuse when they just want to be all political and annoy Jake and make your life miserable? We had an idea! The infrastructure on both Griffon and Nowa Warszawa is actually in pretty decent shape, but it is older and doesn’t consistently have all the latest bells, whistles, and doodads as are being included from the start elsewhere, at least not integrated into the infrastructure itself. So, let’s take a few cartloads of money, spend them on upgrading all of that infrastructure, and then pointing at it the next time those doo doo heads start whinging as a ‘look what the Crown did now shut up and be nice to Jake’ sort of thing! Oh, and we’re all set to do all sorts of building of shipyards and ASF factories and Mech factories and orbital factories and doing our usual economic stuff and PLEASE expand DoME so we can build even more cool stuff but that’s Jake’s area and he’s gonna hit me for stealing his thunder but do it do it do it!”

She dodges a playful swat from Jake as she takes her seat again, and Isoroku leans forward. “Your Majesty, we have several things. The Ministry of Culture would like to build a monument on Calliope to those lost to pirate raids prior to our arrival. In addition, our trade attaches are requesting funding to begin advertising campaigns within the NRR and NRI to promote trade. And finally, with the recent unrest and turmoil in the NRR we would like funding to analyze the political and diplomatic landscape there in greater depth than is usually needed.”

Jake is still chuckling, although he is looking rather older than he did last year. “Your Majesty, the Delegates are… being politicians. I can try and bend some ears and maybe get some of them to settle down, but I cannot guarantee any great results. As Bridget mentioned, we also are in a position to attempt to expand the Department of Mega Engineering, but the challenge there is that the type of people we need to hire for such positions are not common at all, and we’ve already hired pretty much all of them. We’d have to spend quite a bit of money to attract the remaining talent to our service.”

Anna is up next. “Your Majesty, we don’t have any free research teams this year, but I would like to preview several areas of research that we should have available once we have available labs.” She brings up a display using Mary’s old software.

Harry is looking… old. And tired. And worn. His aide is present to help, but you are rather surprised at how… listless the old man is, when he’s usually far more vibrant. “Your Majesty,” he then coughs for a few moments, “Apologies. We don’t have anything new for you, apart from the possibility of inserting some propaganda into the NRR to sway them to being more friendly towards us. Some of our SIGINT people are…” another coughing fit… “excuse me. Our SIGINT people are looking forward to that.”

Martina, along with everybody else, is looking over at Harry with some concern. “Your Majesty, Justice has two projects for your consideration. First, Janet would regularly perform full audits of our legal codes and regulatory structures in order to rationalize them and remove obsolete, irrelevant, outdated, or useless laws, regulations, and precedents. With your permission we’d like to start another such process. In addition, New Capricorn is… troublesome. Someone destroyed the Drac's deadly bioweapon? Hm... only other candidates I can think of is that it might have been those Black Steel cyborgs, though I'd think they'd be more inclined to try stealing it. Stealing it and making it look like they were all destroyed makes sense. Killburough could have also done it; they can't be blind to the growing power on their doorstep so preparing for that rainy day would make sense, and they did dump the Dracs several years ago. Or it really was all destroyed. EDIT: according to the discord, the samples were on a convoy dropship we blew up.

If the Drac's morale is so low, then maybe we can just jump above the dragon's stronghold planet, tell the infantry to arrest their masters while we blow up any loyalists who ride out in their mechs?
