So first, my thoughts:
Artillery:
[]Abbott II SPG51151.101644Artillery 1
[]Thumper SPG 86 kph47447.402055Artillery 1
[]*Thumper SPG330331644Artillery 1, Amphibious
[]Howitzer Motor Carriage M233233.21644Artillery 1
Here, either the *Thumper SPG as cheapest (and amphibious) or the 86kph as the numeric best would be the best choices.
[] 1 Platoon (cost*1)
[] 1 Company (cost*3)
[] 1 Battalion (cost*9)
The more we purchase now, the less we need to spend an action in the future. Is Battalion more than we need? Maybe; but no action cost/failure chance. 85% GDP growth this turn means our budget just got a lot bigger. My not cheap (but non-recruiting) proto-plan still has 20k free.

Coast Guard Commander:
[] Svetlana Dietrich - A young woman with extensive experience in blue-water sailing. If selected as CO would give all ships +5 Offense and Defense
->Good combat commander.
[] Gene Crouch - A grizzled old salt who’s spent the last several years working directly for the various major shipping lines. If selected as CO would reduce upkeep by 25%
->Based only on the build coast guard action, saves us 500. Probably a bit more than that in total.
[] Rebecca Stinnett - A dedicated SAR VTOL expert with experience in disaster relief operations. If selected as CO the units MASH and Logistics specials will extend to all units in theater.
->Better "civilian" usage, support structure
[] Michael Fincher - A blueblood who loves to get his hands covered in grease. If selected as CO all ships would receive +50 Health.
->Better survivability

Military visor:
[]Keith Potter40Currently General Wolf’s second in command.
+5 offense and defense rolls
[]Janet Perkins31 InteriorCurrent head of the test & evaluation department. Increases range of positive quirks to 1-20 from 1-10
[]Jack Hogan40Current superintendent of the Aerie. Increases training targets by 5
[]Melinda Shaw40Current Chief of Staff to General Wolf. Reduces defense upkeep by 200
We need our military actions (even if they're not quite as stretched as interior right now), and 200 isn't that significant to us now. This leaves Keith (better combat ability) or Jack (less training failures).

Intelligence Advisor:
[]Harry Owens30Juanitas current deputy.
[]Julie Reese21 MilitaryCurrent head of the Department of Military Intelligence.
[]Brent Ross21 JusticeCurrent liaison between the Intelligence and Justice ministries
[]Miranda Perez30Chief Interrogator, increases interrogation targets by +5
We're probably about to get into Intelligence again, so intelligence actions might be valuable. Miranda is the best here. On the other hand, we could potentially try mixing Janet from military and Juliet here to get a net trade of 1 intelligence action for one interior action.

[X] Plan: More Construction
-[X] Thumper SPG 86kph
--[X] 1 Battalion (cost*9)
-[X] Rebecca Stinnett - Coast Guard
-[X] Janet Perkins
-[X] Julie Reese

I like the More Guns! plan, and Keith is probably the best choice militarily. I'm probably overfocused on building things, but I personally think it might be worth it to trade an intelligence action for an interior, which this plan effectively does.

Forego the artillery for now.

[X] Plan: Flexible Future
- [X] Rebecca Stinnett - A dedicated SAR VTOL expert with experience in disaster relief operations. If selected as CO the units MASH and Logistics specials will extend to all units in theater.

(Aside from the practical benefits of the CO choice, I believe it is critically important that the founding CO of the Guard emphasize the values and characteristics that we want to instill in the service. And in my opinion, for the Coast Guard, those values are rescue, and disaster relief.)

- [X] Janet Perkins - Current head of the test & evaluation department. Increases range of positive quirks to 1-20 from 1-10.

(This one is a toughie, IMO, but Janet gives us a little more flexibility in actions and a *really* valuable improvement in quirk rolls.)

- [X] Brent Ross - Current liaison between the Intelligence and Justice ministries

(Here, I again favor gaining a little more flexibility in our action economy. In character terms, better coordination between intel and justice is definitely a good thing, especially from an ethics standpoint.)

Turn 15 INCOMING

The new year begins with a bang.

Or at least a siren.

The newly installed and calibrated deep space sensor array on the space station picks up a confirmed KF thermal emergence pulse at the Zenith jump point.

And after much frantic pointing of telescopes to confirm it… there is a jumpship unfurling its Jump Sail there and visible drive flares from at least three dropships burning towards the planet.

You cannot make out much detail from this distance, but in about a week you will have… visitors. As far as your people can tell you, two of the dropships appear to be more or less identical spheroids, while the third is a large aerodyne design. And they are coming in hard, if they are following anything like the fragments of combat doctrine recovered from the datacores that would be a combat burn for minimum time to landing.

You grit your teeth.

You are under attack.

You have to make one major decision immediately, whether or not to declare martial law. If you do, and your ASF forces manage to drive the enemy off in orbit you’ll have wasted an entire year's productivity for little to no gain, if you don’t and the enemy manages to land you will suffer massive economic and population damage.

Your choice. You sit in the big seat…

[] Declare Martial Law
[] Do not declare Martial Law

Your military is on full alert. Your Roc’s are loaded with all of the available expendable rocket pods to maximize their punch. The crews of the new artillery have cut short their training and are deploying on an emergency basis.

It’s a hell of a way for the newly minted General Potter and Minister for Intelligence Owens to be greeted into their new jobs, that’s for sure.

The purpose of the economy is to enrich the lives of the people, can’t do that if the people are dead so get them out of the line of fire Econ be damned. Also the Griff Tigers selflessly helped us against the hippos, warning then of the coming dangers is the absolute least we can do.

Edit to avoid double posting:

I wonder how recognizable our satellite defenses are. I don’t think large lasers will do much to dropships, unless I’m severely underestimating how many we have, but they could be a significant distraction at the appropriate moment. Right as they commit to atmospheric entry perhaps, get them looking up at the Sats rather than down at our ASFs?

The risk of mass civilian casualties is simply too high -- our fundamental purpose as leader is to protect our people, we would be utterly failing that duty if we arrogantly bet everything on the ASFs stopping the drop cold.

Edit: Y'know what, let me try and contribute a minor write-in...

EAS Alert Tone

Emergency Alert
HOSTILE DROPSHIPS INBOUND. SEEK IMMEDIATE SHELTER. THIS IS NOT A DRILL.

Alongside the nationwide EAS Alert came a full-scale activation of long-unused civil defense sirens and a flurry of more specific alerts over military and emergency services channels, directing active duty troops, militia, and emergency responders to their designated mustering points.

Fifteen years ago, DCMS "pirates" had dropped on a largely unsuspecting and unprepared world. Today would be different.

We can probably do a good but of damage via ASF, but I'm not fully confident in our ability to straight up stop them. Martial Law is unfortunate, but an entirely reasonable response to invading probably-dracs.

I had to lower the volume of the Siren since its still used in my area of the country to warn of tornadoes.

Yeah, I kinda figured that even in the far future, there really *isn't* a reason to replace old-fashioned electromechanical air raid sirens with fancier electronic anything; they WORK, they LAST, and the sound they produce is absolutely-positively-unmistakeable. Ditto for EAS alert tones; it's why the modern Emergency Alert system uses the same alert tones as the old Emergency Broadcast system.
