I had to dig around - you mean the VK-1 not KV-1 ...
Whether by measuring examples in museums or using possibly surviving documentation, still a year or two before mass made. But I guestimate it to be fully possible. And, in the late '30s, a war winner

In Kraów they still have engine for Mig 21,and in Warsaw F.5 get from Vietnam.
Could produce F.5 with that engine in few years.

P.S There are 2 F.5,both in Kraków,and,even more important,one Cessna A 37 light bomber - but it could made 816km/h,and take 890kg of bombs.

So,for 1940 when we could produce it,real killer.

Fighter for VK-1 engine - maybe something better then Mig 15? sweden had something like that,Saab J 32 i think,but do we have plans?

Reverse engineering sometimes works - Soviets with B-29 or the Germans with the MG-42, and sometimes it doesn't - e.g. USA with the MG-42.
As to reverse engineering jets - look at Chinese efforts - a mixed bag AFAIK, and not very impressive.

MG-42 documentation was destroyed at the end of the war. The post-war MG-3 was made by measuring surviving MG-42's.
@Batrix2070 correction, some sources say "taken by Soviets" and not destroyed. Does not alter Rheinmetal having to reverse engineer the thing. And not MG-3 but MG-1 - the former is an evolved version of the latter.

With an aircraft the hard part of reverse-engineering isn't the engine or airframe. It's the controls and everything else.

A replica of an Me-262 isn't hard if you can disassemble and replicate an intact airframe. Making one that's actually flyable can be done with a pair of non-afterburning General Electric J85 gas turbines ... but that'll be an absolute bitch-and-a-half because you'll need about an entire ton of deadweight lead ballast, throttle-limit the J85's to about 2/3 thrust, and restrict the J85s throttle response so the replica doesn't tear itself apart.
