I do not think so. Vlad Dragonling (that's what Dracula means) was no communist or crazy murdering people at will.
IMO he'd run rings around the Westerosi opposition and end up as Roose the Great, King in Da Norff.

But flaying people alive was just as terrible as impaling people alive.

Come to think of it, the Boltons were formerly known as the Red Kings, so technically if the Boltons took over, they would be the Red King in the North. He'd be a bit more cunning than Tywin, if he was equipped with Vlad Tepes's abilities. The Red Wedding is practically the Westerosi version of Vlad Tepes's arrests of the nobles that were responsible for his father's death.

Vlad impaled rebels and Turkish soldiers (murderers, rapists and slavers putting Wildlings, Dothraki or Bay of Slavers polities to shame) - both valid targets. Not random tax paying peasants. He was no Ramsay or Khmer Rouge.
