Here’s an odd AHC:
Tsarist/Imperial Russia adopts a pro-Zionist policy.

I started this in pre-1900 to give you plenty of time to work with, but feel free to extend things or even get things started in the 20th century if you prefer.

If Tsarist Russia survives WWI intact and experiences an anti-Semitic turn after the war for whatever reason, then I could certainly see it supporting Zionism as a way for it to dump its extra Jews somewhere. Heck, even without WWI, a Tsarist Russia that wants to see a lot of its Jews emigrate could easily support Zionism as a way of doing this. Just like the Nazis initially supported Zionism as a way to get rid of their own Jews.

Send jews to Palestine? it should start in 1854 after british kicked russian asses defending turks.
Helping jews in Palestine hurt both Russia enemies.
But,it could end in England helping germans during WW1 ...if A-H do not help Russia,germans would win,and there would be no jews in palestine.

But,Russians certainly should do so.Dunno,why they failed to do so in OTL.

Tsarist Russia was never exactly a master of 666-dimensional chess. If it was, then it would have supported breaking up the Ottoman Empire in the mid-1890s during the Hamidian massacres.

Indeed.But,they belived in short victorious war with yellow subhumans.And payed for that.
According to memories of Hipolit Korwin-Milewski,who had contact in tsar court,war really happened becouse somebody there wonted concesion in Korea,and generals do not even thought of japaneese as somebody who could fight them.

I wonder if they would have felt differently about the Japanese had it been the Japanese rather than the Americans who would have previously expelled the white Spanish from the Philippines.

Exactly.Unless Japan would manage somehow beat germans or England,which Russia feared,russian generals reaction would be like that.
