Chicora is more than willing to allow a few of it's ancient animals to go to zoos around the world. Just as long as the animals are treated humanely.

Um by 1975 Chicora will already be at Star Trek level of tech. Aka able get to Alpha Centauri and back in a decent time. You seem to be not getting what I have been saying. Chicora is all about technological advancement. They want to explore and colonize the Solar System. So they invest heavily into science and engineering. A good chunk of they efforts go into pushing the limits of technological innovation. The powers at the time want to conquer and gain territory on Earth. Chicora has it's eyes on the Solar System. And they will reach it way way faster than the other powers can dream. They are already doing the work for a manned moon mission in 8 years time.

Good for them - but european powers in 1875 were also all for technological advance.It changed later,but now,with Chicora there,they would remain sciencific nations till they get to their level.
Imagine entire nations ficused on creating new technologies,with their Tesla class geniuses getting almost unlimited money.

You forget,that we live in falling world becouse ruling elites decided to dump down their populations.In your TL that would never happen.
