I'm not a legal expert or anything but doesn't coercing certification kinda provide the mother of all arguments in Lake's favor? And potentially nullify the certification?

It depends on whether or not the county actually has discretionary authority to withhold certification.

One would think threatening someone with arrest to get them to certify an election would itself be a crime.

Not if it's someone who has no legal discretionary authority to do so. Then it's literally, "You are required to do your job in the manner dictated by law. Even if you think the election isn't valid, that's not legally your call to make, let it be sorted out at the proper level."

What's taking them so long to declare a winner for Arizona State Attorney General?
Because Arizona's election system is fucked up and stupid in ways that seem custom made to cause delays in counting and create questions about vote irregularities.

This article goes over it in some detail. Seriously their entire system is stupid and needs to be reformed from the ground up.
