    What exactly is jaywalking? Is it crossing the street not at a light, or crossing at a crosswalk without the light in your favor? Because I do both all the time and the last time I even heard of anyone getting in trouble for it it was as a rumor in elementary school.

    You might be right. However, if I were doing their public relations terrorism, then I'd try doing the warning first as a way to build attention prior to the arrests. Not every time, but enough to make it seem that I was both on the ball and concerned for the public welfare.
