    From what I understand (not being an expert), it has been used successfully to control a lot of regular minor to moderate flooding that was a regular and substantial problem down-river.     'Never' is a very strong word. There are a broad variety of reasons why the US might attack first, though none of them are within a short distance of where things are right now, at least to the best of my knowledge.
