I meant the totality of cultural and political framework of modern Western society. So the so-called "democracy", the media system, the Cathedral, cultural outlook and so on. Including the governmental system, yes, but that is a rather small part of it.

None of that however is specific to current political and cultural system. Austria-Hungary had better city-run utilities, better postal service, lower crime rate... than modern-day Western countries. So I guess that depends on what you mean when you talk about "system".

You are assuming that there are parts of the system which still function. I have hard time seeing any.
