How is New Port Royal, literal pirate capital of the region, the least troublesome foreign populated system we have integrated so far?

No ecological disasters, no high or low level insurrection, no ethnic hate or warfare, no violent drug cults or cult cults, no political concessions about territory use, and already picked out a system specialty. Crime and minor culture misunderstandings seem to be the only issues and we are on top of them.

Just: “Come on in and occupy us!” “no stealing? Alright boss!” “Man we love serving in the military!” “Let’s be the Spacejack and naked volleyball planet!” Cmon Okusawa, be more like the former pirates and pirate slaves.

I think the costs are pretty minor, and +1 "deal with the unrest" would be pretty helpful.

You don't leave police to deal with an armed insurrection, you send in the army, these aren't American School Schootings, these are terrorists using mortars.

I honestly think we should just let law enforcement handle it. We're trying to rebuild this place right? I don't think the locals will like it if we blow part of it up. (More than we already have)

-[X] Integrate additional overwatch by having COINT and Counter-Terrorism trainers work with the spec ops division, might be viable as a test-bed for a dedicated Counter-Terrorism unit in both the Police and the Army!?

At least my impression here is (not that I know whether this is done in RL or not but I feel there are tangents ... given the KSK unit of the german Bundeswehr f.e.) if you send in the army that conquers something for garrisoning the conquered lands you need a dedicated Counter-Terrorism unit and spec forces need a kernel of experienced operators for this?

What happened to the "Special Branch of the Queen’s Own Regiment"?
Established pretty early when that former special forces team gone rogue shot down the airplane with Willis and Sarah.

And - I might be wrong here - didn´t the police also establish some special fast reaction teams with heavier weapons and special training? Either during the Gem conspiracy or during the organized crime rampage? I seem to remember that some organized crime group got access to some of the dispersed militia weapons caches? Built when a DC invasion was a real threat?

Both of them could serve as a template to build dedicated counter-terrorism teams able to be deployed through the Empire.
I´m not sure if a military special forces unit is the best way?

Special Branch isn't a military special forces unit in the American sense. We set it up as a British style intelligence agency with a general remit to investigate matters of national security, but spun it off of our "personal" household troops instead of a civilian police force so it has a bit of the French/Swiss gendarme type tradition as well.

Just a note. The counter counts UP to conclusion, when you reach a certain value the event ends in a manner determined by the various decisions that you've made.

Further, note that the Special Forces unit being deployed would be dealing with actual identified ISF installations, not general law enforcement type duties. What you are voting on is whether to use policing assets or military assets for those specific targets. Spec Ops would NOT be used, for example, for crowd control at riots/demonstrations (unlike the last decision point which established that ordinary law enforcement techniques would be the general default response to unrest on the planet, this one is more specific about ISF safehouses/installations/caches)

The Special Branch is based on the British model mixed with the Special Branch from Harry Harrison's Stainless Steel Rat novels (they're still around, but they're too small for this sort of duty even with the expansion)

The Imperial Grifftiger Mounted Police is the second group, being similar in concept to the RCMP, and would be the unit involved if 'law enforcement' is selected.
